Rooks is teammates with 2020 defensive end Jacolbe Cowan who was the first player in the 2020 class to earn an offer from the Irish. He is the third overall player in the class to land a Notre Dame offer following Seattle Garfield defensive Sav'ell Smalls.

Rivals recently took a look at several of the best prospects in the 2020 class to date and Rooks was a player mentioned in the series.

“Rooks has a very impressive offer sheet and for good reason," Mid-Atlantic analyst Adam Friedman said. "The versatile wide receiver prospect excels in the slot and on the outside. Rooks has very little trouble breaking press coverage and runs solid short, intermediate, and deep routes.

"He is also more physically developed than more of the receivers in his class has very reliable hands. Alabama, Auburn, South Carolina, and Virginia Tech are just a few highlights from his offer sheet.”
