Lugg, who is ranked as the No. 21 offensive tackle in the country for the class of 2017, called Notre Dame head coach Brian Kelly and offensive line coach Harry Hiestand to let him know of the news.
"Coach Hiestand was ecstatic," Lugg said. "After my second visit to Notre Dame, I thought long and hard about it with my family and the coaching staff, and we decided that it's best for me to commit now and not wait. Notre Dame is outstanding and I'm happy with everything about it.
"It's the best decision I have ever made in my life."
The 6-7, 280-pound offensive tackle is ranked as the No. 196 overall prospect in the country by Rivals.com and the No. 8 recruit in Pennsylvania. He also held offers from Penn State, Pittsburgh, Tennessee, Northwestern, UCLA and Wisconsin.
Lugg joins Rivals100 tight end Brock Wright and three-star offensive tackle Dillan Gibbons as the initial commits for the Irish next cycle.
"This is a hard commit," Lugg said. "I'm ready now to focus on my high school team and put my focus on that."
